Frenzy isn't the smartest member of the Masters of Evil. He's not even the second or third smartest. In fact, he's not even in the top ten. He's number seventeen out of fifteen people.
So, when the water comes at him, he thinks that Victor must be the dumbest guy on the planet, to throw /water/ at an Atlantean. He lets the blast hit him head on, glad to get a wet-down out of this, right before he the electricity hits him in tandem.
He roars in pain and falls to his knees, remembering the last time someone with electricity kicked his ass. He hates electric users. They cheat.
"G-gonna kill you..." he growls, trying to struggle back to his feet.
