He'd have preferred to defeat her and try and capture some of them. But they're fighting in a public area, and Anya and Toni are without their armor. Odds are simply too good someone is going to get killed or seriously hurt, and victory, even with the Defenders, isn't assured. Especially since eventually someone was going to get the bright idea of taking a parting shot at James or the unarmored girls.
For now, forcing a retreat will do.
