"I don't know. People have been anticipating Symaria and Latveria to have armed conflicts eventually. If this were a power grab, you'd think there was closer targets than Wakanda. And, of course, attacking Atlantis is pure stupidity unless you're /trying/ to provoke Namor. I'd not seeing what Latveria gains by being this blatant. There's also the problem that if he's attacking nations with metahuman ties, and is willing to suffer the backlash from Namor, odds are that Genosha becomes a viable target."
