From a purely academic perspective, he supposes he's doing his job admirably. Any shots coming at him aren't coming at the ship. He can't fire on them, because he's unwilling to let them fall to their deaths, but perhaps they'll get desperate enough to engage in hand to hand? For now, they're doing more or less exactly what he'd hoped. Well, aside from answering his questions.
