Zemo assessed the situation. The tide was turning and it wasn't in his favor. He had hoped the strangers would distract Cap and his crew, but only one seemed to be fighting them.
"It is time to make a strategic withdrawl," he said to Von Strucker.
He motioned the rest of their soldiers forward and then turned to go.
