He had come to quietly check on the kids, make sure they hadn't caused too much trouble, then head back to Asgard. Then he found out about the accident.
While something like this happening to a friend was bad enough, mortals were frail things, eventually they died. It was the way of things. But Tony represents more than that - he's also the lifeline of the Avengers.
Thor knows something about hospitals and how they're run. So its with surprisingly little effort that, visitors or no, he shows up where Natasha is being required to wait.
