There's a commotion not too far away. The anti-registration forces lead by Bucky Barnes and Luke Cage had been watching the proceedings from a safe distance and when they saw the Avengers turn on the people who had saved Cap's life, it was time to act.
They stormed in and got a few surprise shot and hits in before Osborn's forces knew what hit them.
