Ares wasn't that keen on capturing these people before. There's something wrong here. He could care less about Captain America - just another pretty symbol. He'd seen many, and seen the mortals fall in line behind them.
But mortals wielding the weapons of gods - when Thor is missing - he wishes to know more before they stamp this out. He could possibly put down this commotion - but doesn't, letting himself be pushed back from Dane.
