"If you are going strictly by the most recent charter, the bylaws do allow for two fully funded and sanctioned groups of Avengers, so long as they are not in overlapping regions save in cases of large scale threats.
However, because the same organization funds another team currently occupying the West Coast compound, a new location would need to be found.
The charter also allows for an active membership of seven per team, with allowance for a single 'emergency on-call alternate' - so up to eight active agents per team."
