Standard response by most departments... homeless and transient populations don't register to vote or respond to the census, making their populations hard to track... they often move about, didn't mean any offense to any ethnic groups, but as you said, funding, layoffs, blah, blah, blah. They wouldn't have put her on if she wasn't aspiring for a higher office in or out of the department."
