Please understand, I was referring to homeless people and those rumored to inhabit the sewers. With no regular access to public services or permanent addresses, a horrible situation I'm sure we can all agree, it's simply not feasible to accurately track populations, let alone cases of the missing.
I can assure Mister Howard, and all those viewing, that we're taking the growing problem of Mutant Town very seriously. Regrettably, drug traffic and recreational use of Mutant Growth Hormone have been spreading like wildfire, despite the police's best efforts."
