Working for the new boss, same as the old boss
The appointment had been made remarkably quickly, as politics go. Vincent, accompanied by Kristoff and carrying several folders in a briefcase, arrived at the Genoshan Consulate.

"Vincent Vernard, Junior Ambassador for Latveria, to see Andrew Summers."

Andrew is reviewing what he knows of Latveria, as he has been since they made contact, letting others handle the initial pleasantries and greetings. Once that's been done, they're shown in fairly promptly.

Rikki, meanwhile, is watching them like a hawk. She is, after all, technically attached to the embassy as "security."

Because "people beater-uper" doesn't look good on the line-item budget.

Vincent would apologize to Miss Cargill, as any potential attempts to make him uncomfortable are going to be in vain. The uniform is maxing out his reserves in that department.

He walks forward to meet Andrew and extends a hand. Supposedly, he should be expecting a bow, as the heir to Latveria, but he's doing this on his own terms. "Mister Summers. Thank you very much for accepting the meeting. I'm aware that my f--" He stops, trying to find the words. "--the monar---" He stops again, and suppresses a huff. "--that Von Doom put all this into motion rather abruptly. I was just as surprised as you may be.

I do have it on expert authority that he should be dealing in good faith, however." He can't help but smile, with just a tiny dash of sympathetic pain, at Kristoff.

There's a gentle displacement of air as Angelo appears in the room, carrying a tray of light fare... and brandishing a knife in one hand.

"May I offer the ambassador and his aide some fruit or cheese? I should have tea and banitsa ready shortly as well." He speaks in his most congenial tones, even as his body is tensed.

He's an optimist, but he's still got a healthy measure of concern for Other Countries.

Andrew extends a hand in turn, shaking firmly.

"This was put into motion quickly, but I can understand the benefits. Of course, you understand that the final decision on the matter isn't mine in any case, but Magneto has asked me to take this meeting and give him my recommendation."

Vincent seats himself, gesturing for Kristoff to do the same. He allows himself to tug briefly at his collar as he takes out the first folder. One of them appeared to still be sealed, per previous instructions.

"Victor von Doom requested I engage in this meeting in the hopes of setting the foundation for a mutual protection treaty between Latveria and Genosha. Besides the obvious geo-economic contrasts between a coastal nation like yours and a northern landlocked one, he puts forth that technology in exchange for.." He pauses, glancing at the notes. "--consideration of specialized skilled labor, would be a major benefit as well." He locks his jaw.

"Which is to say that your nation has more diverse firepower if anyone comes trying to kick his doors in..." He mutters, quiet enough to be polite to Kristoff, but not so much that Andrew couldn't hear him if he was focsed. He helps himself to a piece of cheese from the offered plate, watching the other young man's gaze as he cut it.

"Terraforming for expansion of agriculture, along with energy sustaining measures, would be of principal concern." He continues at normal volume.

Vincent's skin is crawling. He can't help but keep pouring over the documents and even what he himself is saying, looking for some angle of Doom's that he's missed.

Andrew, on the other hand, is pretty sure he gets it.

"We've also been shown to have common enemies in the past, and Victor von Doom knows we're opening our doors far more than in the past.
That said, because Victor von Doom has so far been unwilling to engage with the U.N., any kind of open contract with him beyond basic trade agreements is going to make a lot of nations very nervous. If he will not risk subjecting himself to international sanction should it be deemed necessary, mutual protection treaties would set us back a long way with a number of nations. As such, on what he's offering, specifically, I'm going to have to recommend to my grandfather against signing any of this.

That said... you may tell Dr. Doom that we are, however, interested in approaching a three-way trade agreement, which may include agricultural resources, labor exchange and scientific trade agreements. We are, admittedly, very interested in Latveria's applied sciences.

If someone came to try and kick his doors in, as they have in the past - who knows why they might have done so. And we would be obligated to come to his defense, whether against SHIELD, the U.S., the European Union... and given his past, we cannot risk that... but may we willing to discuss point-by-point defense pacts against specific aggressors, risk factors or terrorist powers if we can sign a mutully agreeable diplomatic trade treaty first.

Specifically - you may tell Dr. von Doom that his reputation has made us cautious about handing him everything he wants... but if he's willing to bring Symkaria to the table to discuss a three way trade and anti-terrorist agreement - we'll be waiting for a time and place. I can have the agreement drawn up by this afternoon."

He's pretty sure Dr. Doom is not going to be happy with take it or leave it. But they approached under the umbrella of negotiations - so there's his counter-offer.

Gio's been polite and keeping an eye on things. Doom's older son is a known quantity on the international circuit; he's got a reputation for what he'll do and not do. The younger one... Gio's got nothing. She doesn't know what he's playing at.

Andrew, of course, is on top of things, as usual, so that's good.

Vincent nods and takes some notes, disappointed in the sense that he's probably going to have to do this again, and for the general sake of the Latverian populace.

"What I can officially say in response is, sadly, limited, Mister Summers, but I can see to it that all your points and concerns are relayed to Von Doom." He's not going to nitpick on the whole 'Dr' issue, but he's not about to say it himself, either.

He manages a smile and nods as Symkaria is brought into the equation. "That... would simplify matters. He has a great deal of respect for Lady Sablinova, as I'm sure he does for the senior Mister Lensherr as well, if not in the same national historical perspective. I think I can package your responses to him in a manner he'll find... palatable, at least."

Vincent shuffles his official papers a bit more. "Now, apart from any official requests, Von Doom has a gift he would like to present Genosha with." He opens the first of two sealed envelopes. (He could have peeked, but they'd passed all security screenings, and it just seemed childish to do so out of spite.)

Oh. Well then.

"He has constructed a satellite based on the principles of Charles Xavier's Cerebro system, but in reverse. It's been designed with direct control by your grandfather's particular talents in mind, and will allow tracking the movements of any human within Genosha's borders."

Huh... that's... well that's almost friendly, in a possibly-reforming dictator sort of way.

Andrew studies the envelopes, frowning a little bit.

"Symkaria's presence would reassure all involved... they were not selected by accident. As for the satellite... I will present it to my grandfather as a curiosity, because we may be able to use it to help detect intrusion... but definitely not, I think, for its intended purpose. We have a number of baseline humans in the country, as citizens, results of birth without the X-gene, and visitors... and I want to reassure them that they are just as welcome in Genosha as those with the X-gene."

Yeah, detection of the 'inferior' has some deeply disturbing connotations, where Andrew is concerned. He's pretty sure he can frame it to Magneto in a fashion he'd agree with.

"Now then, there's a great deal to do, but if we may be trade partners, I hope you'd avail yourself of a chance to get to know some of the people here. If you're not in a hurry, perhaps Angelo could prepare something. I believe he's been itching to try and make something Latverian ever since he heard you were coming."

Vincent nods again, and opens the second envelope, per notations upon in.

....oh damn your pride you heavy-handed old fool. Vincent sighs and puts a hand to his face. He withdraws it, gives a brief glance to Kristoff, then turns back to Andrew.

"Mister Summers, I'm afraid I have to apologize on behalf of Von Doom. The satellite should have entered orbit over Genosha, along with a communique sent directly to Magneto, thirty-seven minutes ago."

A beat, then. "Actually, Mister Summers, I have to apologize personally. I should have known enough to open the envelopes and read their contents myself, regardless of instructions. You should be speaking to someone more experienced, but... he has a certain fixation on grand gestures." He grumbles. "Sending his heir here sends a message regarding the seriousness of his intentions, I'm sure was the idea.

Some less official discussion over lunch sounds wonderful. My aide and I will definitely take you up on the banitsa you mentioned earlier, young man." He turns to Angelo and nods his head, finally seeming to relax a bit, and undoing the top button of his official uniform.

Angelo will just beam at that, recovering from how his grip on the knife might have tightened just a little bit when Vincent dropped the bombshell a moment earlier.

"Then, with all due respect - I hope he will not be offended when I call my grandfather and ask him to take down the gift for purely scientific study with all due haste, while Angelo shows you to the dining area. We have a significant number of baseline humans among us - more are born into the population every day, and they are no less Genoshan... and should not be singled out more than they already are. The apology is appreciated."

And should come from Doom, but that's not going to happen. He hopes that tearing that abomination out of the sky will send the message suitably, however. "Enjoy your meal, and thank you, gentlemen. I'll look forward to hearing from yourselves and Sablinova again."

And Gio will see that they're escorted to her brother's treats, and let everyone get out of the room, and quietly hate Von Doom -- just Von Doom; not the Vernards; they're patsies -- for how much this must be upsetting Andrew. She can tell.

He's doing his best to hide it behind a mask of civility - and waits until the guests are out of the room before the careful mask drops a little. The first call is to his mother, to make sure he has an advocate on Genoshan soil. Next is to his grandfather, and no, no he can definitely not see the potential scientific benefits to such a thing after its carefully studied. It might, and that's only a maybe, be someday useful applied to an external defense grid - given that most HYDRA agents are human and all, but in so, so many ways, a 'human detector' would be no better than a 'Jew detector' or a 'Gypsy detector', applied in a different era.

For the first time in a while, Andrew is genuinely fuming. He's just being incredibly practical and political about how he applies himself to it.

Andrew will sense a presence not his own slip into his dreams, another presence becoming palpable.

"Mister Summers, please pardon the intrusive nature of this appearance, but I needed to ensure that we could speak privately. My father's means of observation are many, but to let his sentience coexist peacefully with another's subconscious is not in his nature." Vincent appears, dressed casually.

"I'm not going to bore you with speaking too formally this time. I was an idiot to act in good faith when it was for him. He can't change. I won't make any presumptions about how your grandfather responded to the 'gift', but I fully agree that the method of delivery was unconscionable."

Vincent slouches a bit, then focuses his will to fashion a seat out of the ether. A bit of extra focus creates one for Andrew as well.

"I already told you that there are people so much more qualified than me that should have been in my position, but I'm what he's decided to employ.

So I've decided to start playing my own game, and I'd like your help. We both want what's best for.." He can't quite say 'our countries' "..Genosha and Latveria, but we both stand to be hamstrung by people who can't think in terms of compromise instead of an iron fist."

The euphemism of choice is perhaps a bit on the nose for the two elders in question, but it's the best he can come up with when trying to speak candidly.

I won't attempt to work around him - as that could compromise everything we're building for the future... but I'm willing to attempt compromise and see if I can re-frame things for him, as I've done in the past. What did you have in mind?"

"I... I don't know." Vincent admits, shrugging. "I'm game for anything you have in mind, but the sad truth of it is that I don't know anything about politics besides a lay person's following of the news.

I just want to do my part to make sure Latveria doesn't implode when he finally leaves the mortal coil. If the best way to accomplish that is integrating them into the world stage, then that's what I want.

I just don't know how exactly to make that happen."

"Doing things politically going under the nose of an absolute dictator is difficult, its true. Nonetheless... I appreciate the apology, and will see what we can do. Since trade is not his strong point, working with Symkaria, we might be able to work out a beneficial arrangement of purely domestic products... benefit the people, rather than the military. Keep technology and the like out of it - and prove to the world both nations can do things on a purely domestic front."
