"Yeah, we lack a lot of intelligence gathering and surveillance resources, so we're going to ride the X-Men's coattails. As soon as they find something, they'll move to try and monitor it at least. We find out where they're going, but be prepared to take down targets of opportunity, force the Purifiers and whoever else is out there to fight back, and push the X-Men to have to fight. That way they draw some of the heat too, and we can see threats coming until we get greater numbers."

"Yeah, we need to rile them up, put them in difficult situations if we can. We don't have the resources or manpower to fight these new threats alone, but they do, but they're too pacifistic. Given the chance, we need to put them into 'must fight' situations as soon as possible and not give them an option. Even if we have to take some risks or be overly aggressive to do so."

Which I understand, but you know as well as anyone that to do long term good, we need to be patient and careful. Keep an eye on Blindside in particular.
