Tourists made great targets and right now Johannes needed a good target. He was hungry and needed food and unfortunately money was in short supply. A quick easy mugging and he would have the cash necessary for food.
He followed the couple who were talking in a foreign language for a few blocks before they came to a street that wasn't busy as others and wasn't as well lit. He threw two energy bolts at them, hoping to stun them for a few moments while he lifted their cash.
