So, I learned all of this like, last night so bear with me. ^^;;
Logically, to have a town thrive you need a few basics... resources, population, money/income and to keep an eye on the loyalty of your people.
Resources are gathered via the city map. Ideally, you're eventually going to want 9 sawmills, 3-4 quarry, 3-4 ironmine (? I forget what they're called haha) and everything else farms. In my experience lumber is the resource that I run out of the quickest- but that can easily change to ...

Part 2:
to] food when you start building an army!
Ideally, in town you're going to want the following:
(* = (level up when possible)
12 cottages *
5 barracks *
1 forge
1 market (Keep at level 1 for now~!!)
1 beacon tower
1 feasting hall (level 2-3 is fine)
1 inn (level 1-3 is fine)
1 embassy *
1 rally hall *
You're also going to want to upgrade your town hall to at least 4 and upgrade your wall to 3 for now. (I'm still working on that- it takes a lot of resources!)

Personally, I balance out upgrading my cottages (so I have workers) but I built about 9 at once, my mills/mines (they're all around level 4 or so atm), and then I focused on my inn and forge, then individual things like a barrack, then check my resources again... you'll get into a rhythm. If I know I only have 10 minutes online I'd say, upgrade a cottage (it takes about...

Little tips:
Loyalty is directly related to tax. (i.e if your tax is 30%, your loyalty won't go above 70) Set it to 20% for now, and you should complete a quest when doing so. Once you've completed the '20% tax hike' quest, set it to 30%. Never let loyalty drop below 30-35. You can do prayers to raise it if you must... but it'll replenish on it's own so try not

... to waste resources on praying/raising loyalty if you don't have to. (especially with beginner protection!)
If you go to build/upgrade something and the time to complete it is less than 5 minutes you can speed up the construction for FREE. This is absolutely ace.
Oh- and I'll be sending you info about appointing mayors and what the pol. atk. int. loy. stats do to affect your town once I find the note page. xD
