because no one wants the weight of people knowing who they are with the activities. that way, especially with awards, they can remain anonymous and impartial. however if people knew who was wanting to lead up something like that, they would be held to a super high standard and they would also probably be criticized when mostly their friends (ic and ooc) nominate and thusly the noms reflect that because people usually lack the motivation to nominate and help out with awards and activities.
