Stripes. You mean the kitty meow meow scars? He's actually at the point in his life where he can laugh about them if anyone brings them up and can hide the itty bitty piece of his heart that stings when someone pokes fun. Truth is he doesn't know why he has them. They've just been there his whole life. Sometimes he'll poke at them and spend way too much time in the mirror trying to figure out why they're there, but it's no use. So instead he ignores them and does a pretty good job at it until he catches someone staring or they reference it on accident. [In Sasuke's case on purpose. MEANIE. D:]
In that case he cracks the joke first so that the other person doesn't get the chance and can plant the "IDC WHAT YOU SAY I AM ABOVE YOU" sign. When really it gets under his skin more than anything.
Bonus: His cheeks are ticklish.
