Yes, he just happens to be a wizard in the Air Force and just happened to get stationed at the base where the dad of a Wizengamot Member and Famous Quidditch Player works. Just all a joyous happenstance.

There are far to many coincidences Finn, I don't like it.

Relax. I don't know what's going on behind those ministry doors that's got you in a panic! It's not like the Colonel even knows anything about the wizarding world! There's nothing to learn!
