He can see she's trying to distract him, and he partially plays along, giving her legs another brief glance. But he's not distracted enough that she can get away, because years of crimefighting tell him that's what she's looking to do now.
"I liked that shirt...on you. Now what will happen if I decide I want it back?" The smirk is a little more devilish and he's gotten another step closer as he says this.
