Because animals like tigers have never been domesticated. You know that dogs evolved from wolves, right? It took thousands of years for them to be domesticated like they are now. It's a very slow process. Any wild animal that's taken into captivity is still dangerous, because they'll do what they have to to protect themselves, unlike dogs, which will usually just accept a beating or listen to their owner at all times.
