He puts on the Ryokan robes in the dressing room, there's still a way these things are done, and a place for the nudity. He's permitted, as a government agent, to keep his weapon near to hand, even if its currently wrapped in plastic to protect it from the water, so it'd be difficult to draw. But it might be necessary.
Otherwise, by all signs, he's rather at ease.
