Robert Queen is still proud of his brother. Of course, this is going to be a major problem. People will be looking for the Green Arrow in Gotham and that will limit their movement, especially if the Batman chooses to get off his ass and get involved. Even if Keith goes back to Star City, there will be others who will want to question him.
He's got to get Keith out of town tonight, but he can't /force/ him to go or Keith will rebel.
Robert weighs a few options in his mind and decides against calling Rose or Angela. He doesn't want Keith involved in the team. He could call Slade, but he doesn't think that will go over well with Keith and Slade is still in hiding for the attack on Roy Harper.
Robert considers another place that they can go, but it will involve reaching out to his adopted brother and the League of Assassins, which has its own set of issues. Still, Damien would be the least likely to sell Keith out to the authorities, in Robert's mind.
But that means leaving Jane, because Robert can't let Keith go alone. He might lose his nerve at the last second and try to confess or Oliver will convince him to come home. No, better to go with him and keep him out of danger.
He readies his gear for the evening and waits for Jane to come home, because he has to explain to her what needs to happen and what she needs to do.
