Jon is pretty much going as himself, like most Halloweens. With Jo old enough to get into her own things and hang out with friends without their parents thinking she needed supervision, he's making a run of different city events, appearances for good causes, and especially children's hospitals and the like for morale.
Tonight, Maria said she had some kind of plan, but didn't tell him what. Still, he agreed to go, he'll stick to it.
