First strikes are ever so important. Kev and Tasha's sensors were able to lead them to the right place - and there's plans to deal with Doug, Rahne and whoever else Apocalypse might have to defend him - leaving the badly injured and exhausted Sarah to try and lead the fight against En Sabbah Nur himself.
The hammer whirls, building up a charge. Much as she'd love to, she just doesn't have the strength to try an ultimate strike, and is sure he'd be out of the way - so she just flings the hammer, trailing lightning, at the ancient mutant.
