She had the carry permit as a S.H.I.E.L.D. agent and a carry concealed permit on a needs basis for all UN countries, but it was better to advise an airline ahead of time that she was legal for it.
The airlines really didn't like it when you held them up waiting for a faxed confirmation from Nick Fury's office. Neither did Nick Fury's office.
