She let the swing slow down, no longer trying to keep it going. "What a lot of people don't realize is that S.H.I.E.L.D. is a United Nations operation and was created specifically to handle super-powered threats of all types. The United States likes to believe it belongs to them, but when the orders come down it's the UN calling the shots. S.H.I.E.L.D. can only go and do what their charter allows them to do. We address world wide problems, and we have have thousands of agents around the world with offices and installations in places people wouldn't think to look. The countries themselves are supposed to handle their individual problems and they can petition the UN for help. The UN may or may not grant their request."

Once the swing was at a stop, Sammy got off and looked to see if the rubber had left any marks on her legs. "That said, S.H.I.E.L.D. can and does take action when they're following their primary objective and happen to come across activities that need to be shut down. The director keeps a list of what he calls his 'sleeper agents' and these shadow individuals have been known to infiltrate, rescue, and terminate when necessary."

"Savoy selling weapons to foreign militants would be the jurisdiction of the United States. A mutant involved, say a gifted inventor with a mutant ability to create weapons after seeing a similar one operate, would come under the heading of 'shared jurisdiction'. S.H.I.E.L.D. has fingers in pies that haven't been created yet."

She smiled. "Does that answer your question?"
