"S.H.I.E.L.D. under UN charter has a little more leeway in what they can do and places to put people. They have files on everyone who crosses their radar. Unless you're squeaky clean and have lived in a glass house all your life, they'll know what you did and when and how to use it if you become a problem. They can cross borders a lot easier than local authority."
