The penance stare may not work on these things, but it doesn't have to, hellfire does the job just fine. The Rider sets zombies alight as he goes, or drags them down with a wickedly spiked chain in a grisly spectacle.
Really, these things barely register, he's just trying to get them out of his way. The real evil is something beyond, the person or people calling them.
