Calling Around
A lot going on very quickly. It had been so long that it was just him and Gio... then Angelo. Since then, things have grown quickly. Andrew fully intended to take advantage of that. Now that they've brought on some official staff, it was time to take advantage of all that momentum. As soon as he gets caught up, however temporarily, on paperwork, he starts making calls...

Calling Xavier's.... asking for both Cassidy, and one of the McCoys.
Calling Nell.
Calling Rikki up at her convenience.
Calling Julian.

Any of these could go quite badly... but nothing was ever acheived through a lack of effort.

"As far as I'm concerned, Xavier's primary problem is just one of scope. His heart is in the right place, and he's a wonderful educator... young mutants need people like him to exist, or we'd have more Proteus disasters. But until someone is willing to protect mutants on the scale of a country, make people engage on that level, one school touches only the tiniest handful of the population.

Right now, my main goal is to establish a legal route for someone of another nation to become a Genoshan citizen, and legal protection to grant asylum - and that's starting in District X. Gaining the trust of a population... but handling it properly. Not trying to whitewash MGH... admit its a problem, and find constructive ways to deal with it... give the population options, and take another step in the process you've begun with X-Factor - and put a human face on mutants for the wider population."

"The United Nations is difficult to sway, but if the United States were to lead the way in giving Genosha a chance, the naysayers could shouted down or, better, out-voted." Julian says.

"Have you had any luck swaying more members of Congress? I'm talking with people close to the President and trying to get a read on which way he'll go in this matter." he says.

He planned to have set up a meeting with the man and discuss his upcoming campaign when he was New York in a few weeks. Hopefully, the President wouldn't back-burner their meeting.

"Trying to persuade the U.S. to do anything but what it planned to do is hard... especially through the U.N. The show there is mostly for the Scandinavian countries, a little of western Europe, and trying to at least keep the security council split so Russia doesn't gain too great a hand in talks.

Right now, the president isn't going to engage on mutant rights, or Genosha, because he doesn't have to. The political reality is simply that its a touchy issue, and he's smart to stay away from it. As long as he's not actively hostile... which he isn't, more of his support is sympathetic than not... he's more or less where I'd like him. Congress... is too close to an election to want new controversies. The best chance we have in congress would be if the party in power now wins enough new seats next election to feel like they can make policy... and have something along the way make mutants a discussion point."

"Well, District X is going to catch attention, especially if it can be made asylum for those needing it. Let's hope the idea of Registration doesn't come up again, though. There are still rumblings about it from time to time, but my sources haven't heard anything to indicate someone will try to make it an issue in the future." Julian says.

"You've got the political scope of things well in hand, Andrew. I'll be waiting to hear from your representative regarding the renovations to the District X."

"The best thing we can do right now is play it smart, politically. I don't get a vote... but politically speaking, the best thing we can do, America-wise, is not push the president or his allies too hard and try and force them to make controversial decisions. Let their rivals bring up registration and try and push it, then counter with images of District X and the rest, and earn political points for helping take the heat off of the president. Sometimes the best thing to do is know when not to say a thing, and just try and handle the spin on District X til the time comes."
