He's not really sure where 'democratically elected officials' fall under the hierarchy of emperor-daimyo-local land holding lord-samurai. He knows he would surrender himself without question at a request from a representative of the Emperor.
Then something else catches his attention. These guys, he's not sure of. Amiko - far as he's concerned, only the Emperor can countermand her orders to him.
"We should wait for Amiko-sama then. I will support whatever decision she makes. You will not take him until she weighs in."
