The Haven is a haven to some...(Test scene)
The information gets out rather quickly, and gets back to the Bat-Family even faster: Nightwing is in Bludhaven.

This wouldn't be a problem except...Dick Grayson hasn't been in Bludhaven for the better part of a month, as he's been helping a friend on a case overseas. The reports keep coming in, though. Whoever this guy is, he moves like Nightwing, fights like Nightwing and wears the same costume.

Tonight finds him kicking the crap out of a group of gunrunners on the pier, flipping and tumbling about with reckless abandon and smiling like a maniac the whole time.

He's clearly not worried about someone seeing him, even though he probably should be.
