Marriage is or should be purely a secular thing, since it's got legal consequences; if anyone wants a ceremony at their church, synagoge, mosque, temple, garbage heap or wherever, that is fine but it has no legal status. Therefore, government gets to define 'marriage'. I don't know who else would get to define it.

Wow, this question gets a lot of stupid answers.
