Something is obviously wrong. They were supposed to go in stealthily - then signal him when they needed a distraction. What happened in there?
He has full underwater gear, and is able to move at a pretty good clip along the floor, too dense to swim without a good deal of effort.
At the sight of running guards, Jordan emerges from hiding and goes rushing towards the cave, crashing into the onrush of soldiers as needed.
