With the monster moving away, the next challenge was to keep people from following it. Too many of them were using cell phones and cameras to take pictures and videos of the event.
Can't shoot the civilians. Mom said so.
At least they were staying back. Sort of. It helped that Memphis didn't have a hero team so the novelty of being told to do something was still fresh enough to work.
