the award journal post said that if you are going to ignore them you should opt out. so does that mean people who are on hiatus during awards are ineligible for awards since they won't be able to vote?

i think the deadweight people you never see around and who are basically psling aren't going to bother to opt out or to vote so i don't see why it's that big of a deal

the problem is the people doing awards clearly want to make sure it's fair and EVERYONE gets a nomination/award, and when you have people who are going to not do anything to be involved it makes sense that they want to know. personally i think it's being a little idealistic
