It all comes together
With Pippi's amazing luck, and Dex's Green Lantern handy-ness, it was not difficult for the heroes to mop up the remains of Kobra.  While the Serpent Supreme himself got away, they'd rounded up a great deal of the soldiers and scientists of the organization and seized the remarkable technology that had gone into the space station, including its teleport tech and its stealth technology.

All in all, Director William Vance thought, not a bad day's work.  Which was why he'd asked the heroes to stick around, waiting in one of the conference rooms in THUNDER's DC office.

"Firstly," he said, as he entered, "let me thank-you all for waiting.  I'm sure you've got... secret identity things to do.  Whatever it is you types do when you're not saving this world.  I'm Director Vance, of THUNDER, The Higher United Nations Defense Enforcement Reserves.  We were formed to help pick up some of the slack left behind when the Dome and later the old Justice League International dissolved, in providing global coordination to super-heroes and otherwise facilitating handling various international terrorist organizations such as Kobra or the 1000."

He went on.  "You people did good work out there today.  And my superiors have authorized me to offer to continue to let you do good work.  THUNDER would like to be in the League business."

Dex had a confused looked on his face. "What the hell are smurfs?"

Dinadan doesn't groan or bury his face in his hands when the conversation takes a sharp turn at Pippiville, but it's a near thing. He restrains himself to closing his eyes and taking a deep breath. When he opens them again, the look he he gives Director Vance is one of profound sympathy.

Pippi does, however, bring a very good question to his mind.

"So," Dinadan says, "what's the catch? I'm not saying that you and your bosses don't have the best interests of the world at heart; but no government body offers a bunch of super-powered kids money, information, and real estate for free. Why us? Why not someone older, with more training or experience? Or less training and experience, but more respect for authority and willingness to follow the chain of command?"

And, though he's not going to voice this question yet, how much, exactly, do these people know about them?

More than they probably should, but not nearly as much as some of his superiors would like. Vance, meanwhile, was more than prepared to allow these heroes some measure of privacy.

"A good question, Mr. Palmer," he replied. "I won't say there's no catch, because that'd be lying, but I think you'll find this offer comes with very few strings attached. The major one is simply that you cooperate with us. We're looking to be in the business of telling you what to do, you're super-heroes, not agents and not soldiers. But when we present missions to you, we'd like you to at least consider them.

As for the rest... Also good questions. The first answer being simply, that you are, for the most part, an unknown set of quantities. That gives you a certain tactical edge in most situations. Your friends in the Justice League itself play for the big games, and we're grateful for them. But you folks can play just as well in the more Earthbound, smaller circles. We like that level of connectedness. A people's League. THUNDER's policy, unlike the DEO or the Department of Metahuman Affairs, has always been one of cooperation with the super-human community. We're all in the same game, after all.

My superiors are also, admittedly, interested in a League that crosses certain borders. A Norwegian-American, a Chinese-American, a Morlaidh-American, an Irish legacy hero, a Green Lantern, and a pair of American heroes plays rather well with various audiences."

"Well, uhm, duh. We're marketable. I'm not sure what anyone's sex life has to do with it if we're going to have some privacy, but the rest totally makes sense for a team people can identify with. We could totally be a cartoon - especially the big grumpy guy who's a total sweetheart underneath."

Dex blinked. He wasn't the smartest person in the universe, but he couldn't follow the little blonde's thought process. How did their sex lives come into play?

Had he been a little less confused he would have growled at being called a sweetheart.

Petra pats Din on the shoulder as he speaks up, then gives the agent her attention. "I'm all for spreading good work around, and I'm definitely not going to pass up any PR I can swing towards Warriors, but the first ground rule is going to have to be leeway on response."

She gestures around the room, lingering on Beef Lantern for a moment more than the others. "Kind of obvious we've all got our own obligations. You're not going to find anyone here to be good material for 'perfect attendance'."

Unless you count Pippi if you showed her something shiny.

Cian shrugged he had spent more time going up in New Zealand than Ireland but it still was sort of home.

"Yeah I've got a job too and I can't just leave it at a moments notice," He says. =

Vance nodded slightly. "Legitimate concerns. We're not asking you to make this your lives, anymore than any other super-hero does. But simply to make yourselves available when you can."

Pippi is undaunted by the confusion she's sown. People can figure it out or not.

"Alright, beauty school won't take up /that/ much time. I'm in."

Whether they want her or not.

Dinadan is still tense and suspicious, and is likely to remain so for some time yet. The offer still seems too good to be true, and the thing about offers too good to be true is that they usually aren't.

On the other hand, it's better to be working it out from the inside than trying to work it in from the outside. Or, better yet, have someone else work it out while their agents or handlers or whatever are all focused on him being the one who's obviously suspicious of them. Green Lantern rings can do just about anything, maybe that covers computer hacking? He'd have to ask Dex. Or ask Petra or Lizzy to ask Dex in case the answer was "yes".

"I'm not going to sign anything until I've got the whole contract out in front of me where I can read the fine print," he says slowly. "But if everyone else thinks it's a good idea..."

Director Vance smiled. "I'm glad to hear it. We'll need to time to draft the specifics... but We hope to be seeing you all shortly."
