Fanning the Flames (Open to reactions)
DAILY BUGLE - Crime rates near the so-called "District X" continue to climb in recent weeks, as what are being reported as mutant street gangs ransacked thirteen stores in the past three weeks, with half a dozen home invasions as well. Property damage estimates are estimated to be in the tens of thousands and still rising, and insurance carriers for the claimants are currently entering litigation as to whether or not mutant violence constitute valid claims under criminal sections of their coverage.

THE BUZZ - (editorial by Khan Keorattanavong) Police Captain Erica Strauss commended her precinct's officers today, in a grandstanding public ceremony where the collective members of the 11th Precinct by all rights should have snapped in half from how fast they bent over to kiss their own collective rears. Arrests for possession are at an all-time high as Strauss continues her war on drugs, specifically MGH, Mutant Growth Hormone. Arrests are at an all-time high, with a soaring conviction rate on possession charges as well. Sources also claim that pleas from defense attorneys for what would normally be minor charges have been ignored by the DA's office.

We've all seen what MGH can do, but voices within the local community cite that the arrests have been focused on users carrying empathic and telepathically communal strains, rather than your typical lasers and super strength varieties. Cops beating up on hippies, where have we seen that before?

Julian happens to look over Lisa's shoulder as she's typing. He's still surprised about her devotion to Mutant Town, but everyone needed a cause, he supposed.

It was actually nice to see Lisa care about something one way or the other.

"Anything news worthy, Lisa?" Julian asks as he goes to get a cup of coffee.

"The usual hassling of citizens not in need of it." She shakes her head. "Nothing reaching the papers about the disappearances, but the usual tripe of all meta-crime being mutant crime.

And these MGH users, I've met them. These aren't thugs looking to get super-strong and knock over a mini-mall. They're college students chasing a psychic buzz instead of one grown from mary jane." She shakes her head. "This doesn't match up."

"They are for now, Lisa. Sooner or later, they're going to get all hyped up on that stuff and decide that a psychic buzz isn't enough." Julian says cynically.

"All right, all right, we'll bomb that bridge when we come to it then. For now, they're not the problem, they're a publicity stunt for the 11th Precinct and their oh-so-revered Captain Strauss. Like shooting fish in a barrel. Half of these users can barely remember their own names, let alone understand their rights, when they're arrested."

She gathers up a sheaf of papers from her desk, flipping through them. "Nothing stands out in her background. The typical behavioral blips and scuff-marks on her record you'd expect from a 'tough on crime' platformer. Word on the street is that she broke the jaw of the last lieutenant who brought up disagreements about her operations policies though." She puts aside a few papers.

"But overall, we've got three things to look at here.

That strong a spike in 'gang activity' isn't even a statistic, it's a performance. It's almost got to be a play at drumming up anti-mutant sentiment. Right down to insurance companies trying to slither their way out of counting mutants as people under their coverage.

The boys from the 11th, one of the same precincts that had been playing musical chairs with its beat cops when the MGH distribution started to rise, are making arrests leading to convictions at a rate that... it's just not possible.

And then there's still the fact that.... well, there's an absence of something. We should be hearing about increases of anti-mutant violence or abduction. There's just no other explanation for this much MGH. Nothing though. Not even chatter about other drug rings trying to get a cut of the action.

I've talked to the writer for The Buzz. 'Vong's a good guy, so far as journalists go, but he won't move on a story about a lack of a story."

"That's...interesting. Aside from the police, it could be that someone's suppressing the story." Julian surmises. He'd do the same if he was capable and knew that people like Lisa would look into things.

"May I ask what you're thinking of doing? I can almost see the gears turning inside that pretty head of yours." Julian says.

"The MGH rings shut down, and District X treated like any other part of the city. I think there's a good place to start."

"Now, of the two outcomes you're seeking...only one is immediately possible, and it is not wholly possible as long as there is a market for MGH." Julian says, thinking it over.

"You can shut down the MGH markets in District X, but they'll move to another place. What then? And District X's largest issue in being accepted lies in the fact that it keeps itself so separate from the rest of the city. We could argue that the city forced mutants to go there until they could only rely on each other, or that the mutants there banded together against humanity until we're blue in the face." Julian explains, massaging her shoulders.

"The fact is, District X has made itself a haven for mutants, and with public sentiment regarding mutants sharply dividing the country, it's going to take a lot of work to gain acceptance from either side. And it /must/ come from both sides if this is to work. We have something of a microcosm of Genosha occurring on our doorstep, if you look at it." Julian says.

"Mmm... keep doing that. I forbid you to stop." Lisa groans as he starts working her shoulders. She'd had a photo-shoot that morning, and the photographer had some truly sadistic notions of what proper posture constituted.

"Wonder how the average Genoshan, let alone one of Magneto's big-time followers, would feel about that comparison.. I get your point though. It's a wonder the Genoshan embassy doesn't sit in the middle east side."

"I could be crude and go with 'that's what she said', but that is, in fact, what you said. This is also not the first time you've said it, either." he grins.

"Well, you have to consider that not everyone in District X would want to be affiliated with Genosha. Magneto is a very sore subject for many people. If District X, as a whole, supported Magneto or his views, the MRD would have a permanent garrison there within hours." Julian tells her.

"Those people are going to be an issue, too." he says thoughtfully.

Ben reads the paper and thinks a few things over, like where he'll find the time to get down to Mutant Town in between school work and hanging out with Kassi.

But he /will/ get down there and show these people that they aren't forgotten.

Something about this smelled rotten to Adam. He really would like to look more into what was going on at the precinct but he wasn't sure he could get the approval he needed to really look into it.
