All Hands Avengers Meeting
Now that the other Avengers were back it was time to reorganize the team a bit. James didn't want to give up leadership of the team and he knew Charlie would want it. The answer to the problem was simple. A team meeting and a vote according to the charter. There was also the issue of dealing with a lot of Avengers to address.

James sent out notification of the time to all Avengers, reserve and active. When it was the right time he made his way to the conference room and took a seat.

"Fifteen. The past eight months have convinced me that there are larger concerns that need looking into - and I was already uncomfortable with being an agent of even international government. I will retain a communicator, if allowed, and be available as an emergency reserve - but will be retiring from active membership to find a more suitable way to try and protect this system."

"I propose we form another team," Charlie said. "I take one, James takes the other. We can either stay under the same space, and alternate on who goes out and does what, or the other team can set up shop in another city, and deal with things there. That way, half the team doesn't have to decided whether they want take themselves out full-time or not."

He paused.

"Anyone else got any thoughts?"

"If you are going strictly by the most recent charter, the bylaws do allow for two fully funded and sanctioned groups of Avengers, so long as they are not in overlapping regions save in cases of large scale threats.
However, because the same organization funds another team currently occupying the West Coast compound, a new location would need to be found.
The charter also allows for an active membership of seven per team, with allowance for a single 'emergency on-call alternate' - so up to eight active agents per team."
